Petition created by: Joburg Advocacy Group We, the undersigned ratepayers of the City of Johannesburg, hereby give notice that we will be withholding the payment of our rates from 1 September 2009 until: 1. Mayor Masondo convenes PUBLIC MEETINGS in each suburb of the city to discuss ratepayer and resident grievances relating to the non-delivery of services. These meetings should have been completed by 31 December 2009. 2. The Mayor and the City Council commit to a service level agreement or CITY CHARTER, which is to be drawn up in consultation with ratepayers and residents at the abovementioned public meetings and in follow-up meetings with duly elected representatives from each suburb, and made available for public comment for at least thirty (30) days before being implemented. The City Charter should come into effect by no later than the start of the 2010 FIFA World Cup on 11 June 2010. 3. A TIMETABLE for dealing with the current backlog in service delivery complaints is established, and a regular reportback methodology determined. 4. Appropriate KEY RESULT MEASURES are determined for EVERY CITY EMPLOYEE, and processes put in place to address non-performance. These KRMs should be made a matter of public record, and should be available for review by all residents, both through City libraries and on the City of Johannesburg web site. 5. PERFORMANCE AND NON-PERFORMANCE REPORTS are issued for public comment on a quarterly basis, and a formal media briefing and Q&A session is held every time these reports are released. 45 have signed so far - help us get to 100.
